MS now refers to updates as QUALITY updates under the new WaaS (starting October 2016). If you want to install this offline you'll also need KB2533623 and KB2729094 as these (along with KB2670838 and the convenience update) first which are prerequisites for IE11. Enough For Now! I miss Linux.
