Anyway I kind of solved the problem by adding DirectVobSub to the list of external filters in MPC and then setting mpc-hc.ini as read-only.

That is DirectVobSub. My original video file is 720x384 that is aspect ratio of 1.875. You can enable the subtitles through the "Navigate" menu in MPC. When I use Windows Media Player, DirectVobSub is loaded fine.
